Weighted locos did not come with the 428-429-430 passenger cars. They came with the 1928-29 work train Outfit 357E. The work train consist had the 212, 218, 219, and 217 freight cars. Given the 219 derrick, and if you bought the kid a couple of more cars, a loco without weights would spin its wheels. Passenger sets did not need weighted locos. In 1930, a 390E-390TX steam loco replaced the 380E in the work train set which was renumber Outfit 358E.
